President Donald Trump issued the executive order during a speech at a joint session of Congress that renamed a Texas wildlife shelter after killing 12-year-old Jocelyn Nungarei.

“The death of this beautiful 12-year-old girl and the pain of her mother and family touched our entire country very much,” Trump said. “Alexis, we have promised that we will always remember your daughter, your grand daughter, and tonight I have signed an order to keep my words.”
Emphasizing the animals Jocelyn's beloved, Trump said he has renamed Jocelyn Nungarray National Shelter in Chambers County.
“Across the Galveston Bay where Jocelyn lived in Houston is the magnificent National Wildlife Refuge, a 34,000-acre sanctuary, untouched, peaceful sanctuary for all of God's creatures on the edge of the Gulf of America,” Trump said. “Alexis, some time ago, I officially renamed that shelter to the loving memory of your beautiful daughter, Jocelyn.”
