“Payment Payment” is a donation to a charity that California politicians often ask donors to make on their behalf. They are widely considered corruptionespecially when payments bring some benefit to the politician. (Newsom, for example, requires payment for a project managed by his wife, Jennifer Siebel Newsom.)
Co-author Jedd McFatter argues:
Newsom's “promoted payments” analysis revealed that between the second half of 2015 and early 2016, three private organizations each had donated to a nonprofit called the Community Initiative. After all, two of these payments came from Newsom-owned companies, Balboa Cafe Partners and Plumpjack Management Group. Newsom's businesses specifically designated these requested payments for “mayor's bust at San Francisco City Hall.”
According to the California Commission on Fair Political Practices, Balboa Cafe Partners donated $5,000 to the mayor's bust in 2016, while Plumpjack gave the same amount. Newsom is involved in both companies.
HB and the Lucille Horn Foundation donated $10,000 at Newsom's Revents.

Bust is the brainchild of Newsom's supporters and will be paid with private funds they nurture, Newsom said. It's “I've been working on a few years, but nobody's been working on it. …It was an idea that's floating around.” He says he doesn't even know who those supporters and fundraisers are.
