“If they are doing the president's will, it doesn't look like a problem. If they're not doing the president's will, it's a big problem. It's a crime,” he said. “If a certified Autoopen operator uses Autoopen in a particular document against the will of the President, it is clearly invalid.”
The Trump administration has issued much more restrictive rules for the use of autopens.
“If a single document requires multiple presidential signatures, or multiple copies of a single document require signatures, we may only use an automatic pen if the president personally signs off and signs only at his direction.”
