Fiscal hawk or playing a bad hand: what kind of chancellor is Rachel Reeves? | Rachel Reeves

aS. Rachel Reeves held a charity breakfast last week at the Grand Stateroom on Darning Street, No. 11. She stood under an 18th century portrait of a politically powerful woman from another era: Sarachurchil, Duchess of Marlborough.

A painting of Queen Anne's confident right-hand woman in velvet, part of Reeves' feminist Rehan has highlighted how visible the Treasury is now under the guidance of the first female prime minister.

But months after seven tumultuous and bruises, critics complain that they are far from being given a radical makeover.

“I always wondered why people who left the government were always opposed to the Treasury. Now the scales are lifted from my eyes,” said one labor advisor.

One senior think tanker with close links to the government said “there is a real sense of institutional capture from outside the Ministry of Finance.”

Reeves' allies firmly reject its characterization, suggesting that it contains an under-sexual discrimination.

The Prime Minister gave her own justification to make tough decisions on public finances on Sunday, telling the BBC:

Reeves' maiden budget in October was a bumper tax and spending package, including plans to add £100 million for public investment.

With the 10-year infrastructure strategy underway, Wednesday's spring statement could highlight where some of this capital expenditure is going.

Reeves also mistakes that the Treasury is motivated by narrowing its spending to focus on growth and combat longstanding concerns that it is primarily the Treasury. She launched weekly progress meetings with growth officials, along with tax and expenditure officials who have been involved in the prime minister's diary for a long time.

As employers' national insurance contributions in the budget increased, leading to a backlash in business and official GDP data became disappointing, the Treasury message relentlessly switched to “start growth” and the Prime Minister promised to move “even faster” repeatedly.

She thwarted this message by announcing at the World Economic Forum in Davos in January that she once promised to be “the first green prime minister,” but now she thought she would be prioritized over Net Zero.

She continued to emphasize that by supporting the third runway at Heathrow in a speech later that month. Although some Treasury officials were skeptical of the need for such a speech, Reeves saw it as a coercive mechanism to promote policy.

The prime minister's team was pleased with this new year's reset, but the past few weeks in Westminster have been dominated by a decision to report on a £5 billion welfare cut before this week's spring statement.

The loose definition of debt leave adopted allowed her to significantly increase borrowing without breaking new fiscal rules and create space for that infrastructure.

But she has set strict goals to match her daily spending with tax revenue, a rule that threatens to bite and encourages Reeves to look for cuts.

In the early weeks of workers' power last summer, the progressive economist fought with colleagues who went to the government on WhatsApp, telling them that there is no economic need for immediate spending cuts.

Reeves and her team were given a briefing to grow a hairy style that warned that Tus's tax cuts had rattled the bond market.

One person involved in one of these WhatsApp discussions recalls saying that an insider had received a secret briefing.

Reeves has made a decision to show its seriousness by slashing winter fuel allowances, but has granted thousands of public sector workers a wage increase above inflation to draw the line under a devastating strike of months.

The policy that saw Reeves along the way said her economic views had changed over the years.

In a 2018 pamphlet called Everyday Economy, written after Labour was screened more than expected in the general election under Jeremy Corbyn, Reeves suggested that “the current wealth tax system is not working and that a fundamental overhaul of the tax system will need to be broken down to ensure that the market is competitive.”

In the government, she avoided wealth taxes except for farmers' property and oversaw the chairman of the competition regulator because companies complained about their complaints.

Reeveswatcher is split over whether the embrace of strict financial discipline is the unfortunate outcome of the very unfortunate hands she has been treated, or the unfortunate outcome of deep beliefs.

One economist in labor support said that her views have evolved towards something “almost undetectable and irrelevant to financial orthodox,” saying, “I think we have finally revealed something previously unknown.

But those who know her team's idea say Reeves is increasingly happy to challenge civil servants since the winter fuel decision, which was widely seen as a political failure.

As the first Labor Prime Minister to meet before and after the office to directly predict budget liability (OBR), the allies also say Reeves' team has become skeptical about whether the process established by George Osborne is the best.

OBR's indomitable manager Richard Hughes fiercely described the “third man” in economic policy decisions, adding that the forecast round was a “attractive roller coaster.”

As boss, Reeves orders fierce loyalty. Her staff say she is hardworking, dedicated and energetic, but it can get tough if she is disappointed with the quality of her work from an official.

One minister points out the fact that the Prime Minister has trackers to monitor progress on numerous policies announced, including issues other than the Treasury core briefs, such as planning and infrastructure.

Like Gordon Brown, Reeves tends to be the driving force behind domestic policy, and Kiel Starmer trusts her to lead, as he has not held strong economic stances on his own. However, workers officials say there has been close cooperation with 10 NOs in recent months.

The Whitehall division is increasingly reeves, not lightning for complaints, as it is being asked to set the impact of potential cuts prior to its spending review in June.

A poll of the survival of labor members revealed that Reeves was placed at the bottom of the league tables of cabinet members with an approval rate of -11%. Ed Miliband scored +69% at the top.

A backventure of workers who knows Reeves when she advances through the party says she's a good coworker who's been soaking up in the party since she joined as a teenager.

She appears more frequently in the House Tea Room. There, MPS is prioritized and hosts groups of back ventures for starmers and drinks and tickchats. Inter-sectoral issues are often resolved in breakfast with fellow Cabinet Ministers.

And like Teresa May, she was prime minister, Reeves can't become obsessed with the functioning of the local party. She appeared at the Yorkshire Labor Conference this month, and made a fresh appearance from the plane from the G20 Financial Ministers Conference held in Brazil.

One alliance has refusing to characterize Reeves captured by the Treasury, claiming it rose in the moment by giving the agency a clear sense of direction instead. “The point is that in the current environment, you can make decisions and get the questions you are being asked, which is definitely something she has.”
