CIA director John Ratcliffe declared in an internal memo that China is a top priority for his agency, warning that “in our country’s history, our enemies have not presented any more horrifying challenges or more capable strategic competitors than the Chinese Communist Party.”
An internal CIA memo directed towards the agency’s ranks and files was provided to Fox News by senior CIA officials on Thursday.
“To ensure that the CIA continues to protect our country, we will build on a strong foundation and pursue a laser-like focus on the short-term priorities of the CIA that our president and our nation demand. China is sitting at the top of that list.”
“In our country’s history, our enemies do not present any more frightening challenges or more capable strategic competitors than the Chinese Communist Party,” he continued. “It is intended to have economic, military and technical control over the world, and is actively working to compete with America in every corner of the world.”

Ratcliffe said the CIA must continue to respond to the threat China raises “with urgency, creativity and grit.”
“The CIA leadership team has empowered us to take on more risks, smartly and actively seek the short- and long-term opportunities needed to keep China in the rearview window.

“Technology is another top priority. In many ways, it’s intertwined with the threat posed by CCP,” Ratcliffe said.
“Emerging technologies such as artificial intelligence and quantum computing define the future of national security and geopolitical power,” he wrote in his memo.

“At the same time, our enemies – China, Russia and Iran – are trying to gain footholds from our close range countries. We must continue to oppose these efforts,” Ratcliffe said. “As the CIA is in the best position to address this priorities, we are looking closely at how we can create a unified effort across the region’s various policy goals. Americans deserve our best.”
