If Republicans maintain wasteful opportunities like budget settlements and other essential bills, they still have another tool to cut spending without facing Senate filibusters.
But for it to work, Trump must make his influence more effective. He needs to pressure Republican Republicans to help cut spending at the same intensity he uses to push Freedom Caucus members into hiking their bloated budget and debt caps.

He must submit a rescue package targeting climate slash funds and dare Republicans against it. Next, give it a name. If they side with the Green Energy Program over Financial Responsibility, they should face the threat of key challengers. There are no exceptions.
If Trump strongly rejects the campaign for his own priorities, the retirement process is merely a symbolic cut – token cuts that don’t even come close to offset the deficit spending he’s already signed off.
Receive current requests. It proposes $6 million for Mexico’s energy efficiency program, $4 million for Colombian immigrants, $4 million for legume systems research, $3 million for Iraxesame Street, $1.2 million for LGBTQ initiatives and $1 million for Haitian voter ID program.
Certainly, Republicans will hold press conferences, look back at these absurd line items in front of the camera and vote to withdraw them. But don’t make yourself a child. Shaving millions of dollars from a program where no one exists doesn’t even get close to the scale of the problem.
When Congress passes a trillion dollar deficit and then promotes a million dollar cut, it’s not leadership. It’s performance.
And the country cannot afford to buy another act.
