NYPD sets ‘gold standard’ in domestic counterterrorism, expert says

The New York Police Department’s counterterrorism forces are the gold standard for major U.S. cities in combating domestic terrorism, experts said.

Li, retired from Los Angeles Police Department (LAPD), Jeff Wenigar, showed us an elite group of anti-terrorist officers in New York City, and how the Big Apple became a global model in the fight against terrorism.

“They are actually setting standards for intelligence and anti-terrorism around the world,” Weniger said, pointing to the integration of intelligence and anti-terrorism under Deputy Commissioner Rebecca Weiner since 2023.

At the Big Apple, law enforcement lifted the ante following the September 11, 2001 attack.

According to the NYPD, their intelligence and counterterrorism agency is the largest local government-run office in the United States.

The department combines the efforts of Intelligence Newsletter Analysts, Counterterrorism Officers and the internationally operated liaison program.

After 33 years at LAPD and working closely with the department’s counterterrorism efforts, Wenniger emphasized the importance of multi-agency cooperation and real-time intelligence sharing.

“It’s about knowing and maintaining your fingers in the pulsation of what’s happening globally and identifying emerging trends,” he said.

Counterterrorism assesses potential threats by focusing on key metrics such as social media, blogging and online communications, Wenniger said.

The Counterterrorism Unit works closely with the FBI through the Joint Terrorism Task Force (JTTF).

The FBI operates more than 200 JTTFs across the US, including at least one in each of the FBI’s 56 field offices. Most major cities have counterterrorism units that work with federal, local and state officials to deal with and fight the threat of terrorists across the country.

Weniger, who also served as an executive in charge of LAPD’s Lampert Gang Unit, said most successful counter-terrorism efforts were not noticed by the public.

“Intellect and successful counterterrorism are silent,” he said. “When things are silent, it’s a success.”
