According to leaked documents seen by Fox News Digital, the UN UN80 Task Force is evaluating various ways to restructure the organization. This six-page document highlights several inefficiencies, mentioning the need for improvements to address concerns about the agency’s legitimacy and the impact of foreign aid cuts and geopolitical shifts.
As Hugh Dugan, a former senior director at the National Security Council, mentioned, this has been a focus for about “eight and a half years.” He noted that Secretary-General António Guterres believes a significant overhaul is essential, calling for an early election to replace him.
Watchdog groups are pushing for sanctions against UN officials accused of anti-Semitism.
One of the key issues identified in the report is the overlapping responsibilities and inconsistent service delivery due to a multitude of institutions and programs that exist. There’s a strong push to streamline and enhance the efficiency of these entities to better serve those reliant on UN support.
Furthermore, the task force suggested cutting back on high-level positions and establishing a unified body to handle matters of peace, security, and human rights, aiming to reduce the number of entities within the UN Development System.
Dugan pointed out that the document seems more like an initial brainstorming effort rather than a concrete plan, lacking specific proposals for improving human resources or assessing the performance of organizational leaders. He also expressed concerns that key measures to foster trust among member states are missing, which could hinder enthusiasm for UN initiatives.
Dugan remarked, “I don’t think they have confidence in the global community, talent, and resources,” highlighting the hesitancy to make changes during Guterres’ administration. Instead of merely enduring challenges, he advocated for a more innovative approach from the UN.
He further noted a disconnect between the UN’s operations and real-world dynamics among member states, emphasizing the need to recognize and rectify past mistakes as part of reforms.
USAID’s budget cuts have severely impacted the UN, leading to what is described as its worst liquidity crisis ever.
In response to Dugan’s comments, a spokesperson for Guterres stated that the memo was part of an ongoing effort to generate ideas and strategies aligned with the Secretary-General’s vision for the organization.
The spokesperson also referenced a speech Guterres gave when launching the UN80 initiative in March, which underscored goals of enhancing transparency, accountability, and efficiency while cutting costs and decentralizing decision-making to better serve those depending on UN support.
Dujarric, the spokesperson, recalled a previous address from Guterres, where he criticized the complex bureaucracy that hinders progress, stressing the need for reforms to improve efficiency.
For Dugan, the lack of impactful reforms before 2025 indicates the necessity for a change in leadership, suggesting that the efforts under Guterres appear superficial.

The U.S. funding for the UN may also face cuts, as the White House expressed intentions to halt financial support for various international organizations. Other nations are struggling with their contributions as well. In March, Guterres’ spokesperson noted that delays in membership fee payments had caused one staff member’s entry to the UN headquarters in New York City to be temporarily restricted.
