Increased Focus: Rubio Looks to America’s Backyard After Years of Overlooked Issues in Washington

Secretary of State Marco Rubio has quickly begun to alter the longstanding U.S. foreign policy that has historically given Latin America minimal attention, inadvertently allowing for increased Chinese influence.

Rubio, whose appointment was largely influenced by his dedication to Latin America, has engaged in a series of diplomatic visits to various nations in the region. This effort is aimed at protecting U.S. interests, particularly as the Biden administration’s focus on the area has been criticized for being lacking. Andres Martinez Fernandez from the Heritage Foundation commented on this, observing that Rubio is dedicating significantly more focus than his predecessors in this role.

While in Panama, Rubio met with President Jose Raul Murino and highlighted the importance of countering Chinese influence over the Panama Canal, warning that the U.S. is prepared to take action if the circumstances do not improve. China has made significant inroads there, owning critical port facilities. A deal that would have seen BlackRock purchase a Chinese-controlled port fell through due to ongoing negotiations.

Under Rubio’s influence, Panama has allowed the U.S. to deploy warships, a move facilitated by pressure from the Trump administration. Rubio emphasized that historically, America’s own region has needed more consistent attention from U.S. leaders. He stated that the freedom to ensure security and prosperity cannot continue in the current context.

In addition, Rubio has taken a strong stance against the Venezuelan government, overseeing the rescue of opposition members trapped in the Argentine embassy after accusations of conspiracy against President Nicolas Maduro. The situation following elections in Venezuela has drawn considerable international scrutiny, as accusations of corruption and political persecution persist.

Moreover, Rubio has sought to strengthen ties with Caribbean nations and raise awareness about human rights violations in Cuba, particularly regarding reports of Chinese espionage operations on the island. He recently met with leaders from various Caribbean countries to discuss their partnerships, with Cuba being a focal point for future containment efforts.

Some observers have likened Rubio’s approach to the Monroe Doctrine, originally formulated during President James Monroe’s era, which aimed at limiting European influences in the Americas. This comparison is seen as valid, especially as the U.S. faces new challenges from China.

Illegal immigration has become a focal point for Rubio’s outreach as well, with talks aimed at addressing the crisis through collaboration with El Salvador. A recent meeting with Salvadoran President Nayib Bukele aimed to establish strategies to mitigate these issues.

A senior official from the State Department noted Rubio’s understanding of the critical role Latin America plays in U.S. foreign policy. His early visits to the region were framed as intentional efforts to ally with local partners to bolster U.S. security and prosperity.
