ICE Arrests Illegal Immigrants Linked to Fatal DUI Incident

The US Immigration and Customs Enforcement (ICE) has apprehended undocumented immigrants related to a DUI incident that tragically resulted in the death of a mother from Minneapolis. This occurred despite local authorities ignoring ICE’s requests regarding the suspect not once, but twice.

The incident, which took place on August 2, 2024, was a head-on collision. According to charges filed, the vehicle involved—a Dodge Durango—had three people inside: two adults and a teenager. The driver, identified as Victoria Eileen Harwell, succumbed to her injuries shortly after. The other occupants were her sister and daughter.

Documents from the court reveal that officers detected “a strong smell of alcohol” on the suspect, who is from Ecuador. His blood alcohol concentration was .172, which is over twice the legal limit. “A test of blood drawn around two and a half hours later showed his blood alcohol content was 0.141%, still well beyond permissible levels,” stated the Department of Homeland Security. This case has garnered considerable attention following his arrest.

Charges of murder and DUI were filed against him two days post-incident, and he was detained; however, according to Homeland Security, “Hennepin County Jail neglected to honor the ICE detainer and released him on August 6, 2024, without notifying ICE.”

Llangari Inga, the suspect, was re-arrested on May 10, 2025, but was again released just three days later without any notice to ICE. Finally, ICE arrested him again on May 16, 2025.

Deputy Director Tricia McLaughlin remarked that despite the lack of cooperation from local Minnesota entities, ICE successfully apprehended an illegal immigrant who was evading prosecution for the vehicular homicide that took Victoria Eileen Harwell’s life.

McLaughlin continued, “This illegal immigrant has managed to escape accountability for the crime that led to the death of a Minnesota mother.” She expressed concern over local authorities’ refusal to uphold ICE detainee requests, emphasizing that ICE was committed to removing criminals from Minnesota’s streets.

“Let’s not forget that some politicians champion the rights of illegal aliens rather than their victims,” she added. “President Trump and Secretary Noem are advocating on behalf of victims affected by crimes committed by foreigners.” Moreover, ICE has been active, with around 400 individuals arrested and 500 deported following recent operations in Houston.
