Senate Parliamentarian Disapproved Removing Welfare Benefits for Undocumented Immigrants in Major Legislation

Senator Rand Paul recently expressed concerns about the budget adjustment bill, particularly its handling of illegal foreign interests, during an interview.

“The Senate has decided to maintain various welfare provisions for illegal aliens, which means we can’t really cut those benefits,” he shared, pointing out that the Non-Citizen Supplementary Nutrition Assistance Program (SNAP) remains untouched.

In response to a question about healthcare and welfare for illegal aliens, Paul argued that budget adjustments should generally have a more financial focus rather than policy implications. He indicated that excluding illegal immigrants from welfare benefits could lead to significant savings.

“When assessing the budget, the expectation is that the effects should be more about money than policy. Still, it depends on how you interpret that. Are we prioritizing budget control or welfare for illegal aliens? They project potential savings in the hundreds of millions, maybe even billions,” he commented.

He noted that while the Congressional Budget Office (CBO) and others can speculate on the outcomes of these decisions, the ultimate authority lies with a specific senator, who he criticized for having undue influence over the process.

“We can tackle budgetary concerns but not policy issues. For instance, I’ve long supported a law called the rein law, which demands that any major regulation impacting the economy by over $100 million be thoroughly assessed,” he explained, adding that neither this nor other significant provisions could be included due to the focus on policy instead.

“What we’ve been experiencing in the last week is that elected officials seem to be requesting the senator to include their preferred policies in the bill. It’s as if she’s become the sole arbiter in this situation,” he remarked.

He argued that the entire process feels artificial. “Since its inception in 1974, the Budget Act has seen its intended goals derailed. It was meant to manage deficits, yet the opposite has happened since then,” he stated.

Paul went on to emphasize that the Budget Act inadvertently created a framework that grants excessive power to unelected individuals, complicating both policy and budget matters.

“When it comes to increased spending led by Democrats, her rulings appear broad enough to facilitate their desires, but she tends to tighten the reins significantly when it comes to reducing spending,” he continued. “It’s surprising that many Americans may not realize how much influence unelected bureaucrats have over elected officials.”
