The Social Security Administration (SSA) is rolling out a new policy to recover overpayments, which will start affecting some beneficiaries with monthly payments from late July onward.

In April, the SSA made the decision to withhold 50% of benefits from individuals who have received overpayments. This shift is significant, impacting about 2 million Americans as the agency attempts to recover approximately $23 billion in overpayments that remain outstanding as of September 2023.

Significance of the Policy Change

This policy change could heavily weigh on the budgets of vulnerable groups who depend on Social Security as their main income source. It was formerly announced that the SSA had intended to withhold 100% of benefits until the overpayment was settled. However, after facing criticism, the SSA opted for this new 50% rate, which is a considerable increase from the previous 10% recovery rate used in 2023.

Overpayments can occur for various reasons, like a beneficiary not updating their income or the SSA miscalculating benefits. Throughout the years 2015 to 2022, the agency issued nearly $72 billion in incorrect payments, which is still less than 1% of the overall benefits distributed during that time. After some troubling media reports highlighted severe financial hardships related to collection practices, the SSA had adjusted its recovery strategy to a more manageable rate.

Payment Schedule for July

Regular payment schedules will remain unchanged through July 2025. Yet, if someone receives an overpayment notice after April 25, 2025, they might see a reduced payment starting July 24, 2025. Usually, Social Security payments are made on the second, third, or fourth Wednesday of each month, depending on the recipient’s birth date. Payments for those affected by overpayment recovery will be adjusted accordingly.

Options for Recipients

For those dealing with overpayment recovery, several options are available to address the situation. Recipients can repay via credit card, online payments, or checks. Additionally, they can request exemptions if they think the overpayment wasn’t their mistake, if paying back is unmanageable, or if they find the recovery process unjust.
