Congress Approves Major Border Security Reimbursement for States

The “One Big Beautiful Bill Act” and Texas Border Security Funding

The recent passage of the “One Big Beautiful Bill Act” includes a significant provision that will reimburse Texas for its border security expenses. In fact, Texas has been at the forefront of spending in this area, and the state is set to receive refunds amounting to as much as $11 billion.

In a post on social media, Texas Governor Greg Abbott declared this provision as a major win for the state.

Abbott emphasized that Texas will finally recoup the billions spent on securing its border, especially after the Biden-Harris administration turned a blind eye. He also highlighted his solidarity with Donald Trump, who expressed his support for Texas through social media.

During an Independence Day signing ceremony earlier this month, Trump announced the “One Big Beautiful Bill Act.” The event included a spectacular flyover by various U.S. Air Force aircraft, creating quite a buzz among attendees.

This new legislation introduces a “State Border Redeemability Fund,” permitting federal funds to be used as grants for state and local governments that have incurred costs for border wall construction or other security measures. Additionally, it allocates funding to reimburse efforts aimed at preventing the entry of illegal substances and individuals who are committing federal, state, or local offenses.

The act also permits states and local governments to claim refunds for expenses related to relocating undocumented immigrants, a process that has seen various states, such as Texas and Florida, transport immigrants from border regions to sanctuary cities like New York and Chicago. There have even been reports of El Paso funding transportation to New York City.

Moreover, the bill establishes a $10 billion “State Border Security Reinforcement Fund” managed by the Department of Homeland Security, earmarked for state-led border security initiatives. This fund is not subject to the usual federal budget approval process and will remain available until 2034.

Over the past four years, Texas has significantly increased its funding for border security, particularly in response to the perceived inaction from the Biden administration. Several other Republican-led states have stepped up, providing various forms of assistance to support Texas’s border security efforts.

Some key governors who are actively involved in this initiative include:

  • Arkansas Governor Sarah Huckabee Sanders
  • Georgia Governor Brian Kemp
  • Idaho Governor Brad Little
  • Indiana Governor Eric Holcomb
  • Iowa Governor Kim Reynolds
  • Louisiana Governor Jeff Landry
  • Mississippi Governor Tate Reeves
  • Missouri Governor Mike Parson
  • Montana Governor Greg Gianforte
  • Nebraska Governor Jim Pillen
  • New Hampshire Governor Chris Sununu
  • South Dakota Governor Kristi Noem
  • Tennessee Governor Bill Lee
  • Utah Governor Spencer Cox

The efforts to secure the Texas border can be traced back to the Obama administration when then-Governor Rick Perry decided to increase the presence of Texas National Guard troops and DPS officers along the border.
