On Monday, Iran issued a warning stating it would retaliate if the UN Security Council took measures to impose “snapback” sanctions aimed at curbing Tehran’s nuclear progress. Esmaril Baghaei, a spokesperson for the Ministry of Foreign Affairs, indicated in a press conference that such a move would lack legitimate legal and political backing, asserting that Iran would respond appropriately.

While Baghaei didn’t elaborate on the nature of potential retaliation, his warning occurs at a time when security experts are expressing concerns about the diminishing window to activate the sanctions mechanism by October 18, based on the 2015 nuclear agreement terms.

Interestingly, this timeline coincides with the tenth anniversary of the Joint Comprehensive Plan of Action (JCPOA), a deal intended to restrict Iran’s nuclear ambitions, though some critics argue it fell short of effectively preventing Tehran’s advancements. According to the JCPOA guidelines, any finding of Iran in breach of its terms allows signatories to unilaterally invoke snapback sanctions.

After the United States exited the agreement in 2018 during Donald Trump’s presidency, its role within the UNSC and among JCPOA members became complicated. Calls for the U.S. to enforce snapbacks remain, but tensions with allies, including Russia, complicate matters.

Ben Tareble pointed out that, while the JCPOA provides a mechanism whereby one permanent member can initiate sanctions, doing so is viewed as risky. This raises the question: why hasn’t it happened yet? Tareble suggested that Iran might withdraw from the Nuclear Non-Proliferation Treaty (NPT) in response to severe sanctions, resulting in broader implications given that over 190 countries are part of this agreement against nuclear weapons proliferation.

With time running out, the International Atomic Energy Agency continues to monitor compliance with the JCPOA. However, Iran has halted some cooperation, especially in opposition to Israel’s nuclear capabilities. The general sentiment among experts is that a reassessment of strategies concerning Iran is necessary as there appears to be no solid game plan, particularly if sanctions tighten.

Despite some assurances regarding the impediment of Iran’s nuclear program for a couple of years, concerns about Tehran’s intentions persist. This situation raises questions about the balance of power and the effectiveness of current diplomatic efforts involving key players like the European nations and Russia concerning snapback sanctions, especially as deadlines approach.

There are reports suggesting that the German Prime Minister could initiate snapback measures soon, though these claims haven’t yet been independently verified. Meanwhile, the Prime Minister’s office has not responded to inquiries regarding this matter.
