Abbott pledged at least $10 billion in new property tax cuts, criticizing local governments like Harris County for exploiting loopholes to increase rates. He proposed significant changes to the property tax system, emphasizing that voter control is essential for fiscal responsibility. “No taxing entity should raise property taxes without the approval of two-thirds of voters,” he stated. “No approval, no new taxes.”

His reform plan included several key points:

  • Approval from two-thirds of voters for all local property tax increases
  • A rollback election triggered by 15% of registered voters
  • Regular evaluation predictability maintained with a 5-year cycle
  • A cap on property valuation increases set at 3%
  • Limits on local government spending tied to population growth and inflation
  • A constitutional amendment allowing voters to eliminate school district property taxes

“Texans deserve full control over their property taxes,” Abbott asserted, referring to the record-breaking $51 billion in tax cuts achieved this Congress. “We will shift the balance of power back to the people.”

On the topic of border security, Abbott credited Trump for enabling federal authorities to take decisive action. “Under President Trump, our Border Patrol agents are fully committed to their mission,” he declared, igniting applause. He pointed to the success of Operation Lone Star, which involved deploying National Guard troops often without federal coordination and erecting razor wire along the border. “Texas is the only state building its own border wall,” he added. “We’ve seized more fentanyl than all the men, women, and children in the U.S., Canada, and Mexico combined.”

Abbott also referenced recent developments in New York City and California, positioning Texas as a defensive stronghold against progressive governance. “We will not let socialist policies take root in Texas,” he stated, pointing to shifts in leadership in those states. “In places governed by Democrats, everything is heading in reverse. Illegal immigrants are given luxury accommodations while Americans struggle with rent.”

His announcement has sparked speculation regarding his national aspirations, with some viewing his re-election campaign as a potential springboard for a presidential run in 2028. Although he didn’t explicitly address these rumors, Abbott highlighted Texas’ influential role in shaping national policy. “Texas is more than just a state. It’s our home and heritage.
