Planned Parenthood Resumes Medicaid Billing After Funding Cuts
Planned Parenthood, along with some smaller abortion service providers, is now able to bill Medicaid for certain services after not receiving taxpayer funding for about a year.
This access to Medicaid billing began again on Sunday, following Congress’s failure to extend President Trump’s One Big Beautiful Bill Act (OBBBA). That legislation, signed on July 4, 2025, required the defunding of abortion providers.
Senator Josh Hawley from Missouri tried to prolong Planned Parenthood’s funding cuts by proposing an amendment during a budget resolution in April. However, the Senate rejected it, with Senators Susan Collins from Maine and Lisa Murkowski from Alaska voting alongside Democrats against the amendment, as per Politico.
Over the past year, Planned Parenthood reported that nearly 30 of its approximately 600 clinics shut down. They performed about 20% fewer breast cancer screenings and distributed around 25% fewer birth control packages compared to the previous year. The organization cited lack of federal funding as a significant reason for these reductions.
Angela Vasquez-Giroux, a representative for Planned Parenthood Action Fund, indicated that these funding cuts led to restricted abortion access in several areas, including Wisconsin.
However, even with the renewed federal funding, not all previously cut services will return since the federal Hyde Amendment still prohibits Medicaid funds from covering most abortion procedures, with exceptions for cases of rape, incest, or when the mother’s life is at risk. This limitation applies to both abortion procedures and medications used for abortions, such as mifepristone and misoprostol.
Maine Family Planning, a smaller rural organization, also closed three primary care clinics because it qualified under the law as a non-profit family planning organization that provides abortions and previously received more than $800,000 annually in Medicaid reimbursements.
This week, Pro-Life advocates renewed their calls for Congress to defund abortion clinics.
“They’ve successfully defunded Big Abortion before, and they should leverage all efforts to do it again,” said Kelsey Pritchard, a spokesperson for Susan B. Anthony Pro-Life America, on Monday.
Kristan Hawkins, president of Students for Life of America, urged President Trump and the Republican-majority legislature to cut off funding for Planned Parenthood permanently during a speech at the Faith and Freedom Coalition’s Road to Majority Conference in late June.
She expressed concerns that if the Senate didn’t renew last year’s funding cuts before July 4th, Planned Parenthood could receive over $600 million in taxpayer dollars. Hawkins cautioned that the Republican Party shouldn’t take Pro-Life supporters for granted in upcoming elections, emphasizing the need for politicians to act against these practices.
“This week, we started our efforts at Students for Life with a picket line in front of the RNC headquarters,” she remarked in her June address. “We’re not here to be adversarial; we want to ensure that our concerns are considered meaningful investments.”
Hawkins reiterated her stance on Sunday, stating, “Congress needs to take action, and the Trump Administration must remove Planned Parenthood from all federal funding permanently.”
