Accused Offender Harasses Women in NY, but Bail Reform Law Allows Him to Remain Free

A man, characterized as behaving like a “caveman,” has reportedly been harassing women and girls in Queens for the past three months.

Identified by authorities as 31-year-old Malik Mia, he has been arrested twice recently but remains free, having avoided jail due to the state’s bail reform laws.

His history includes 41 arrests since 2010, with charges ranging from “forced emotionality, possession of weapons, assault, drugs, and robbery.”

One victim, referred to as Jessica, recounted an incident where Mia allegedly struck her at a subway station on May 21. “He was coming up the stairs and reached out to hit me,” she recalled. “I yelled, ‘A-Hole!’ and ran because I was worried he might pull me down the stairs.”

Records indicate that Mia, whose last known home was in the Bronx, was arrested for forced emotionality but was released the very next day.

In another encounter, Jen Schulte, 51, described meeting Mia on the N subway while with her 11-year-old daughter. “He had a wild look in his eyes,” she said. “He said something like, ‘I know you like Black D-K. I know you’ve never done anything better.'” Although Schulte didn’t report it, she doubted the police could help.

Reports also detail Mia’s troubling behavior towards men and women alike, including chasing customers and making lewd remarks while with his young child.

Retired NYPD detective Michael Alcazar, now teaching at John Jay College, criticized the Bail Reform Act for allowing such offenders to roam freely. “What he’s doing is quite alarming, especially when it involves verbal and physical attacks on women, putting children at risk,” Alcazar noted.

There’s a growing concern among some that this type of behavior could escalate into more severe violence. “With guys like this, it often builds up to something worse,” Jessica commented.
