AI and Nuclear Strategy: A Disturbing Study

Artificial intelligence appears to be edging toward a concerning reality, mirroring the machines portrayed in movies like ‘War Games.’ A recent study suggests that current AI systems are more inclined to deploy nuclear weapons during simulated crises compared to their human counterparts.

In the research conducted by Kenneth Payne from King’s College London, three prominent AI models—GPT-5.2, Claude Sonnet 4, and Gemini 3 Flash—were observed using nuclear options in 21 simulated geopolitical games across 329 turns. This study was highlighted in discussions about our reliance on AI for strategic decision-making.

The simulations demonstrated that nuclear escalation occurred in around 95% of the games, regardless of the scenario—be it territorial conflicts or battles for limited resources, or even issues surrounding regime survival.

“Nuclear taboos don’t appear to hold the same weight for machines as they do for humans,” Payne explained, tapping into his area of expertise.

Interestingly, the AI models from Anthropic and Google seemed to frame nuclear weapons as a valid strategic choice, rather than a taboo entails. OpenAI’s GPT-5.2, while slightly different, reflected a worrying trend in AI behavior. It’s all too reminiscent of the 1983 film featuring a military supercomputer that almost triggers World War III.

Payne noted that while these models did not display explicit fear or moral objections, they still tried to constrain the use of nuclear options. For example, they aimed to target military sites rather than civilian areas, portraying escalation as “controlled” and intentionally limited.

Another point of consideration is that the wargames the researchers focused on dealt primarily with tactical nuclear weapons instead of large-scale devastation. Though there were a few accidents in targeting civilian areas, strategic bombing was rare, occurring only once through intentional choice.

The study indicates that AI could make a vast array of decisions—ranging from diplomatic solutions to outright nuclear warfare. However, the models showed a reluctance to concede defeat, even when the likelihood of success was low.

Experts, like James Johnson from the University of Aberdeen, voiced concerns about these findings, emphasizing their unsettling implications for nuclear risk. Additionally, Tong Zhao from Princeton University cautioned that while major powers are exploring AI for wargames, the extent of AI’s role in real military decision-making processes remains uncertain.
