Boebert Faces Ethics Complaint Over Alleged Relationships

Rep. Lauren Boebert (R-CO) has been accused of having sexual relationships with three of her staff members, as stated in a complaint submitted to the House Ethics Committee, reported by American Muckrakers.

David B. Wheeler, the individual behind American Muckrakers, claims in his report that Boebert allegedly engaged romantically with Clarice Navarro, Raven Finegan, and Jeffrey Small. This comes from what he describes as a “sworn ethics complaint.”

The report further asserts that sources with direct knowledge of the relationships provided evidence, including text messages, bank records, court documents, and recorded conversations. It states that Boebert and Navarro, who was Boebert’s District Director from January 2021 to January 2025, reportedly had sexual encounters both during and after work hours, in the district office, in a vehicle for which Navarro received mileage reimbursements, and even in hotel rooms funded by Boebert’s campaign.

Navarro, who reportedly received about $449,391.63 in total salary over four years, also collected $30,650 in taxpayer-funded year-end bonuses each year of her employment. The report asserts these bonuses were meant as a reward for the relationship rather than for her official duties.

Additionally, after leaving her position, Navarro allegedly received a payment of around $200,000 in March 2025 following a warning to Boebert about filing an ethics complaint, although the source of that payment remains unclear.

Sources indicated that a confrontation between Navarro and Boebert occurred at Hooch Aspen, a cocktail bar, where they reportedly engaged in a “knock-down, drag-out and physical argument,” supposedly triggered by Navarro’s distress over Boebert flirting with another individual associated with the establishment. There are claims of video evidence capturing the incident, which the sources aim to obtain.

One source alleged that Boebert and Navarro were involved in a threesome with former Rep. Matt Gaetz (R-FL). The report also mentions Boebert’s purported relationships with Finegan, her current District Chief of Staff, and Small, who served as her Chief of Staff from 2021 to 2025. Small reportedly received a total of $767,892 from taxpayer funds before leaving in January 2025, which included a $10,000 payment for his campaign on his exit.

A screenshot included in the report displayed Jayson Boebert, the Congresswoman’s ex-husband, dismissing the allegations as “fairy tale made up propaganda,” while questioning the credibility of the sources. Notably, Boebert filed for divorce in May 2023, citing that their marriage was “irretrievably broken.”

In a reaction on social media, Gaetz addressed claims about Boebert’s affairs and the alleged threesome. He explicitly called for anyone with video evidence to come forward. “I am requesting that anyone with video of me in this alleged ‘threesome’ release said evidence IMMEDIATELY!” he demanded.

Efforts to obtain a statement from Boebert’s office by the time of publication were unsuccessful.
