ATF also issued regulations establishing, for all intents and purposes, universal background checks.
Lawsuits filed by Gun Owners of America, the Firearms Policy Coalition, and the Second Amendment Foundation have rendered many of these and other ATF regulations unenforceable or invalid. Legal action against some regulations continues, and Congressman Burleson hopes for an America where there is no ATF and no litigation is necessary.
