Chuck DeVore, a former Congressman from California, discussed the ongoing shift of companies relocating from California to Texas. He pointed out that lower taxes and reduced regulations are significant factors attracting Fortune 500 companies to Texas. DeVore noted delays in major infrastructure projects, like high-speed rail, and contrasted the business-friendly atmosphere of Texas with California’s stringent environmental regulations and legal challenges.

During a meeting at the Houston Petroleum Club, Treasury Secretary Scott Bessent also highlighted the stark differences between Texas and California. He referred to it as a “tale of two states,” emphasizing how years of ineffective governance in California have created a hostile tax environment and stifling regulations that deter business activities.

In recent years, California has lost many prominent companies and affluent individuals, who cite the state’s burdensome tax and regulatory framework as reasons for their departure. Companies like Chevron, Tesla, and Charles Schwab have moved their operations to Texas, contributing to a concerning trend for California’s financial stability. Bessent remarked on the notable contrast between the two states, illustrating how Texas’s favorable policies have led to an influx of both businesses and families leaving other states.

In the context of energy policy, Bessent noted that such strategies are vital for economic health, asserting that economic security is intrinsically linked to national security. He observed Texas’s rapid expansion in energy production, highlighting its leadership in solar capacity and record-low emissions while acknowledging that it has surpassed California in various energy metrics.

Data from the CBRE report indicates that between 2018 and 2025, a significant number of firms moved their headquarters, with many settling in Houston, Dallas, and Austin. This migration has resulted in Texas seeing a net increase of 56,000 taxpayers from 2022 to 2023, as per IRS evidence. Bessent’s remarks encapsulate the sentiment that Texas is becoming increasingly pivotal for business and family growth, positioning it as a center of opportunity in the U.S.
