As President Joe Biden leaves office, the number of U.S.-born Americans employed remains 716,000 below pre-pandemic levels, while the number of foreign-born employees declines, according to Federal Reserve data. has been rapidly increasing since December 2019.
Federal Reserve Board Economic Data (FRED) report Even though the Biden administration has added millions of new jobs since the COVID-19 recovery began, the recovery for native-born workers has been slow. The total labor force has increased to record levels since December 2019, due to a significant increase in foreign-born employment. According to FRED graph.
“There are 716,000 fewer U.S.-born Americans currently working than there were before the pandemic, and all of the net job growth since December 2019 has gone to foreign-born workers. “The group has returned to pre-pandemic growth trends in two years,” Heritage Foundation economist E. J. Antoni wrote on Friday.

The graphic data highlights the disparity between foreign-born and American workers that persisted throughout Biden's term. After a sharp decline in employment due to the pandemic in early 2020, indigenous employment showed a slow recovery and appeared to plateau from 2022 onwards, ultimately failing to recover to pre-pandemic levels. This is despite the White House touting unprecedented job growth and record-low unemployment for “American workers.” (Related): The numbers don't lie: Data barrage shows how difficult it will be for Americans to find jobs under Biden administration
“More than 1.6 million construction and manufacturing jobs have been created under President Biden,” the White House tweeted in December. “His economic plan creates good-paying jobs for American workers.”

In contrast, foreign-born employment has not only recovered but also resumed its long-term growth trend, surpassing pre-pandemic levels in 2021 and continuing to rise, according to FRED.
The disparity comes amid ongoing debate over President-elect Donald Trump's immigration policies, particularly the H-1B visa program, which allows highly skilled foreign workers to enter the U.S. workforce. Critics say that inviting them in will hurt the U.S. workforce.
President Joe Biden's term ends on January 20th at noon.
