Biden-Harris DHS Ignores Risks of Allowing Released Migrants to Board Airline Flights Without ID

The Department of Homeland Security's Office of Inspector General (OIG) released a scathing report criticizing agencies within the Biden-Harris administration for allowing immigrants released without identification to board scheduled flights.

The DHS OIG, headed by Joseph V. Kuffari, said several DHS agencies have not fully evaluated the risks associated with releasing immigrants into the United States without identification and allowing them to travel on domestic flights. released a heavily redacted report revealing that The report was condemned by U.S. Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), and the Transportation Security Administration (TSA).

of report We proposed three recommendations to improve processes within agencies to reduce the risks described in the report. All three government agencies could not agree on a recommendation. Instead, it offered excuses for not detaining unidentified migrants and for letting them board domestic flights without identification.

OIG investigators asked for information on how many undocumented immigrants were released into the United States by CBP and ICE during fiscal years 2021-2023, but were told the data was not recorded at the time of processing. Ta.

The report describes the process used by TSA to determine the identity of immigrants and demonstrates that immigrants are using the same self-verified identities provided to CBP and ICE at the time of arrest. It only works for. Immigrants are exempt from the TSA's requirement that passengers present TSA-acceptable identification before boarding an aircraft in the United States.

As Breitbart Texas reported, the TSA has set up special express lanes to handle undocumented immigrants released by ICE and CBP.

CBP and ICE agents interviewed by investigators highlight the risks involved in allowing immigrants into the country without valid identification and ignoring federal law that allows them to be “detained.” I admitted it.

This report compiles information about the risks and reliability of TSA using the CBP-One smartphone application to verify identity. The Biden-Harris administration has been allowing up to 1,450 immigrants into the United States each day using the applications, which have not been authorized by Congress. As Breitbart Texas reported, some of the migrants were allowed into the country without being asked any questions about the validity of their asylum claims.

A recent report released by DHS OIG identified similar weaknesses in CBP's inspection process that allowed high-risk individuals to enter the country, which is also noted in the latest report. The report focuses on a case in which an immigrant released into the United States in 2022 was later found to be on the Federal Bureau of Investigation's terrorist watch list.

OIG also identified at least two individuals paroled by the United States as part of Operation Allied Evacuation/Operation Ally Welcome who may have posed a threat to national security and community safety. In another example provided in the report, in June 2024 the OIG determined that DHS's biometric system, the Automated Biometric Identification System, is designed to ensure complete screening and vetting of immigrants seeking admission to the United States. It noted that it did not have access to all data from its federal partners.

Three recommendations were made to CBP, ICE, and TSA to reduce the risks associated with releasing unidentified immigrants and allowing them to board domestic flights.

Recommendation 1: We encourage senior officials performing the duties of the Director of CBP to conduct a comprehensive analysis of the risks associated with releasing noncitizens into the country without background checks and take steps to mitigate those risks. Recommends the development and implementation of policies and procedures.

Recommendation 2: Have the Director of ICE conduct a comprehensive analysis of the risks associated with releasing noncitizens from ICE custody without disclosing their identity and develop policies and procedures to mitigate those risks. We recommend that you do so.

Recommendation 3: TSA Administrators should use the results of the Office of Requirements and Capability Analysis's most recent CBP OneTM risk assessment to develop and implement the necessary policy and procedure changes to reduce risk. Recommended.

DHS disagreed with this recommendation, stating that “detaining all individuals without identification poses a significant risk that DHS exceeds its detention capabilities and may be a national security or public safety risk.'' “This could impede DHS' ability to prioritize detaining individuals identified as such.”

TSA's basis for disagreeing with the report's recommendations included the following statement: “As part of TSA's ongoing review of its processes, TSA conducted a risk assessment regarding the authorization of low-security passengers to fly earlier this year, which was briefed to TSA leadership.” July 1, 2024. Before approval. This risk assessment was submitted to OIG on July 5, 2024. This assessment includes a hierarchy of additional physical examination measures (beyond standard examinations) that may be used if warranted by the threat situation or airport conditions. ”
