Declassified CIA Documents Reveal Biden’s Caution on Ukrainian Intelligence

In 2015, President Joe Biden expressed a strong preference for keeping certain intelligence reports about Ukraine under wraps, according to newly declassified documents from the CIA. The agency’s director, John Ratcliffe, pointed out that these documents illustrate a concerning instance of the “politicization of intelligence.”

Fox News Digital has acquired these records through a CIA review of historical files, shedding light on a particular email dated February 10, 2016, which specified that intelligence officials were advised to avoid disseminating specific reports. The email, marked as “secret,” indicated that the Vice President at that time preferred that the information not be widely shared.

A senior CIA representative elaborated that the report in question highlighted how some Ukrainian officials interpreted Biden’s associations with dubious business dealings as indicative of a double standard in the U.S. government’s approach to corruption. The official noted that while the intelligence report met the necessary criteria for public distribution, it was ultimately kept internal due to Biden’s request.

The report further suggested that Ukrainian officials were disappointed during Biden’s visit to Kiev in December 2015 because they expected him to address substantive issues, rather than merely deliver a general speech. This perception underscored the frustrations within the Poroshenko administration regarding U.S. support and involvement.

Interestingly, the same report stressed the need for significant reforms in Ukraine’s prosecutor’s office and energy sector, emphasizing that a mere anti-corruption office wasn’t sufficient. Biden’s remarks back then stated that eliminating conflicts of interest was essential for governance.

It’s worth noting that around that period, Biden was under scrutiny for his son Hunter Biden’s role in Burisma Holdings, which was being investigated for corruption. Shortly thereafter, Biden famously pressured Ukraine to dismiss the prosecutor investigating the company, threatening to withhold crucial aid. This action, among others, later became a focus during the Trump presidency, which was mired in allegations of misuse of power concerning Ukraine.

In closing, the newly released documents raise questions about the implications of prioritizing political relationships over transparency in intelligence matters. Ratcliffe highlighted the importance of avoiding the politicization of intelligence, pledging to maintain transparency whenever it benefits public interest.
