Blackburn to Propose Legislation Stopping Funding for Abortion Organizations

Republican Senators Propose Bill to Ban Federal Funding for Abortion

Sens. Marsha Blackburn from Tennessee and Bill Cassidy from Louisiana spearheaded an initiative on Thursday, garnering support from 17 Republican colleagues, to introduce legislation aimed at prohibiting federal funding for abortions and restricting Title X subsidies to abortion providers.

“Taxpayers shouldn’t have to spend a dime on abortion,” Blackburn stated. She emphasized that funding should be directed towards supporting families rather than organizations that provide abortions, which, in her view, endanger both unborn children and mothers. Cassidy, who chairs the Senate Health, Education, Labor, and Pensions Committee, echoed her sentiment by expressing pride in co-leading this bill.

While federal law already prohibits taxpayer funding for abortions, a provision from the Clinton administration mandates that all entities receiving grants must refer patients for abortions. This arrangement has led to family planning clinics funded by the government sharing resources with abortion clinics, facilitating referrals for on-site abortions.

Blackburn’s office indicated that the proposed “Title X Abortion Provider Ban Act” aims to amend the Public Health Service Act. If passed, it would prevent the Department of Health and Human Services from granting Title X funds to any organization that provides abortions.

The legislation also seeks to eliminate taxpayer funding for major abortion providers like Planned Parenthood, suggesting that those funds ought to be redirected to alternative health care options. Additionally, it would require the Department of Health and Human Services to submit annual reports to Congress concerning organizations that have performed abortions, with certain exceptions for cases of rape, incest, or serious injury.

Support for the bill comes from various prominent pro-life organizations, including National Right to Life and Susan B. Anthony Pro-Life America. They argue that taxpayer dollars should not support the abortion industry, and commend Blackburn for her efforts to put a stop to this practice.

The bill has several co-sponsors, including Senators James Lankford, Steve Daines, Jim Risch, Ted Cruz, and Thom Tillis, along with Cynthia Lummis, Josh Hawley, Cindy Hyde-Smith, Bill Hagerty, Katie Britt, Mike Crapo, Deb Fischer, Roger Wicker, Todd Young, John Barrasso, Roger Marshall, and Kevin Cramer.
