Border agents conducting limited drug screenings of cruise ships

Issues are emerging concerning cruise ship security, especially in places where drug enforcement is more relaxed. These vessels carry thousands of passengers, which might inadvertently lead to a rise in potential drug trafficking. Alarmingly, recent findings indicate that U.S. customs and border officials are performing only minimal checks.

Inspections conducted by IG investigators revealed that, during site visits to four Florida ports, Customs and Border Protection (CBP) undertook very few secondary inspections.

The audit, conducted in September 2023, does not specify how many returning passengers were checked. Nonetheless, the report suggests that these procedures aren’t adequate.

Furthermore, it was found that CBP’s own data lacked completeness and reliability, raising significant doubts about their assessment of smuggling risks. One official even noted that the risk was deemed low due to the round-trip nature of cruises, questioning the need for extensive documentation in such a scenario.

Interestingly, unlike in airports, the federal government seldom deploys canine units for threat detection on cruise ships.

Recent high-profile drug busts underscore the potential risks related to cruise travel. In Bermuda, for instance, four passengers were caught attempting to smuggle cannabis and a powerful tranquilizer. In another incident back in April, a man and two others were apprehended in Texas after returning from a cruise in Mexico. This situation mirrors a past incident involving cocaine smuggling on the “Carnival Victory” in 2011.

A spokesperson for CBP commented that the agency’s enforcement strategies align with their operational priorities and available resources. He emphasized ongoing evaluations to ensure public safety and the interdiction of prohibited items. However, they remained vague about specific policies and operations, citing the need to maintain operational integrity determined by their mission requirements and risk assessments.
