Major Child Abuse Investigation Leads to Arrests in Arcadia
Authorities, including local police and the FBI, recently carried out a significant raid on a mansion in Arcadia, California, where they arrested a wealthy couple linked to a disturbing child abuse case.
Guojun Xuan, 66, and Silvia Zhang, 39, were taken into custody on allegations of conspiracy to commit child abuse. This action followed an operation by federal and local agents at their property.
Before moving to the U.S., Xuan held a position as a government official in China. After immigrating, he became a naturalized citizen and established himself as a prominent business owner within the Southern California Chinese-American community.
Zhang, who also hails from China, moved to the U.S. at some point and gained citizenship. She had approached surrogacy agencies, presenting herself as an “infertile” woman eager to have children due to unsuccessful IVF attempts.
However, prosecutors allege that she and Xuan were running a clandestine surrogacy business named “Mark Surrogacy,” which was registered at their Arcadia address. This operation reportedly aimed to obtain numerous embryos and hire multiple American surrogates simultaneously.
The law enforcement action is part of an ongoing investigation that shocked many when 21 surrogate-born children were found living in the couple’s isolated compound in Southern California. The estate, with its high walls, is tucked away in a wealthy neighborhood and initially came under scrutiny after a medical emergency involving a two-month-old infant.
Investigators later discovered home surveillance footage showing severe abuse inflicted on the child by a live-in nanny, who allegedly shook the infant until he lost consciousness.
The nanny is still missing, but the search unearthed a far more extensive and troubling domestic situation. This included nearly two dozen toddlers and infants, most of whom were under three years old, born as part of a large-scale private surrogacy initiative funded by the couple.
Witnesses and neighbors had already reported unusual conditions around the mansion, likening it more to a rigid institution than a family residence.
Surveillance footage and eyewitness stories indicated that young children were subjected to outdoor potty training in strict line formations and encountered aggressive physical and verbal discipline from hired aides.
The defense team for the couple insists on their clients’ innocence, claiming any maltreatment was solely the responsibility of the fleeing nanny, with the argument that the father aimed to create a large family to contribute positively to society.
The 21 children had already been taken into protective custody by the Los Angeles County Department of Children and Family Services. The recent raid and subsequent criminal charges indicate a widening federal and local investigation into the couple’s activities.
Authorities, in collaboration with the Los Angeles County District Attorney’s Office and Sheriff’s Department, are continuing to investigate the global surrogacy networks, egg donor arrangements, and financial systems the couple used to create what appears to be a makeshift baby farm. State courts are also moving to permanently revoke their parental rights.
Los Angeles County District Attorney Nathan Hochman announced that prosecutors would seek a $100 million bail for the couple, citing their potential flight risk, the serious nature of the charges, and their significant wealth.
