Carlsbad issues emergency declaration as historic cliffs risk collapse before super El Niño event

The city of Carlsbad, located in San Diego County, has declared a local emergency due to concerns about the unstable coastal bluff, which may be exacerbated by the expected super El Niño conditions.

City officials noted that this declaration is intended to expedite stabilization efforts along a section of the coastal bluff near south Carlsbad Boulevard, specifically to the north of the Las Encinas Creek bridge.

This decision followed a geotechnical report received on September 8, which recommended extending the current rock revetment by about 192 feet to enhance the protection of the bluff and shoreline.

In collaboration with the California Coastal Commission, the city is working to secure an emergency permit to add boulders aimed at stabilizing the eroding coastline.

Geoff Patnoe, the City Manager, expressed the municipality’s commitment to proactive infrastructure monitoring and maintenance, especially as storm seasons approach. This approach is meant to identify and address potential issues before they escalate into more significant problems.

City officials anticipate that emergency repairs to the shoreline along Carlsbad Boulevard could commence as early as the week of September 14, contingent on the necessary permitting. The work involves placing large boulders to extend the existing revetment.

This emergency stabilization project is expected to enhance a coastline defense system that already measures 1,270 feet at the base of the bluff.

Patnoe emphasized the importance of maintaining this heavily trafficked roadway for public safety, as well as the protection of property and the coastal environment.

The upcoming construction is likely to lead to intermittent lane closures and traffic delays on Carlsbad Boulevard between Palomar Airport Road and Island Way. City officials are monitoring conditions closely and plan to publish a finalized work schedule once the necessary permits are obtained.
