A senior intelligence figure from the Chinese Communist Party (CCP) is now the owner of a historic structure looking over the White House, as uncovered by a Daily Caller News Foundation investigation.
This century-old securities building is situated roughly 650 feet from the White House grounds. The Philip Chiu and Family Foundation bought it on July 21, 2026, for $8.4 million, according to public records. Philip Chiu, the foundation’s head, has held several roles in China related to intelligence and national security, based on various documents and translations from Chinese government sources.
Repeated attempts to reach Chiu for comments were unsuccessful.
In a 2021 statement, Qiu expressed, “The Chinese Communist Party is like a kind but firm parent.” He described it as guiding the nation through struggles and toward its rejuvenation. This characterization, particularly, can prompt contrasting viewpoints about the CCP’s role.
Multiple intelligence professionals have indicated that Chiu’s ownership of the Securities Building presents a significant national security risk, suggesting federal investigation is warranted.
One expert mentioned that the property could support various intelligence operations, from classic monitoring setups like listening posts to more sophisticated systems designed to intercept communications. There’s a concern that the site might facilitate espionage efforts targeting U.S. government officials.

Qiu’s Background
Chiu, known in Chinese as Qiu Feili, has held multiple government roles, beginning his career on the Shanghai Criminal Investigation Team. There’s uncertainty about the duration of his time there, but he reportedly underwent training for combat scenarios by October 2011 and was pursuing a master’s degree at Shanghai Jiao Tong University.
