Green said the Chinese navy is currently the largest in the world, surpassing the US with 350 estimated sailor ships compared to 280.
“China used its fleet to erode freedom of voyage, harass civilian ships, and intimidate our allies,” he said. “We need to invest 'full speed' in maritime industrial bases to maintain our strategic edge. It covers all links to commercial shipyards, military shipyards and supply chains. ”
The bill would require the establishment of a National Committee on Maritime Industrial Bases and launch an investigation into the status of both military and commercial American maritime industry.
The goal is to develop policy and legislative recommendations to revitalize US shipyards.

Kiggans said in a statement from Fox News Digital that shipbuilding is the “backbone” of the coastal economy of the Virginia area.
“However, due to workforce and supply chain issues, our maritime industrial bases are struggling to deal with the growing global threat. This committee is a critical step to identifying the challenges facing shipyards and strengthening their ability to build and maintain a world-class fleet,” she said.
“Both the public and private sectors must work together to find solutions that will strengthen maritime industrial bases. Shipbuilding is essential to national security,” Davis said.
US competition with China continues to be one of the most bipartisan issues in Congress, even in the current bipartisan environment.
According to the US Navy Research Institute, China has almost 47% of the global market in shipbuilding.

Korea and Japan are second and third, with about 29% and 17% of the market, respectively. The US has 0.13% of the market.
A single Chinese shipbuilder has achieved more results in 2024 alone than the US has been in its entirety since World War II, according to a report by the Center for Strategic and International Studies, China's domination in the sector is a national security risk.
