Portland City Council Takes Action Against Federal Response to Protests
The City Council in Portland, Oregon, reached a unanimous decision on Wednesday, passing a resolution intended to counter the Trump administration’s actions in response to protests against Immigration and Customs Enforcement (ICE) that have occurred in recent months.
The resolution requests that Mayor Keith Wilson and his administration initiate legal measures against federal officers accused of “unprovoked/criminal use of force” against protesters. It also seeks to prevent local police from assisting federal officers during “lawful protests” and outlines various steps to safeguard the rights of Portland residents. Since June, at least 195 individuals have been arrested for allegedly attempting to infiltrate and confront police near ICE facilities, although city officials did not mention any violence in their announcement of the resolution’s passage.
“I want to thank all Portlanders who peacefully protested, testified, and spoke out against the Trump administration’s aggressive and disastrous federal overreach,” commented City Councilmember Olivia Clark. She expressed a desire to maintain order in neighborhoods and avoid any escalation similar to the Kent State tragedy. “We don’t want Portlanders to feel fear. These are not our values,” she added.
On the same day the resolution passed, the Department of Justice announced charges against a Portland protester for allegedly kicking and biting a federal officer while hindering the arrest of another individual.
The resolution also urges President Trump to withdraw his plan to deploy the National Guard for ICE protection, a matter currently under court scrutiny. Amid an ongoing government shutdown, both the Department of Homeland Security and the White House did not provide comments to the media.
Additionally, the resolution emphasizes the need for the city to “transparently report on federal deployments and enforcement actions related to known or reported protests.” It encourages avenues for residents to report any violations of their constitutional rights, and the city is taking steps to document alleged federal abuses, instructing the Office of Equity and Human Rights to examine the effects of known federal enforcement actions on underserved communities.
This resolution reaffirms Portland’s “sanctuary” status, which prevents local authorities from collaborating with ICE on immigration enforcement. In February, the city joined other jurisdictions in challenging the Trump administration’s attempt to revoke federal funding based on policy grounds.
Known as the “Portland Preservation Initiative,” the resolution was heavily influenced by Chicago’s “Protect Chicago Initiative,” with Portland officials stating its intention to protect residents’ rights from the federal law enforcement tactics employed by the Trump administration.
“The Trump administration is using Portland as a testing ground for its fascist agenda, and we must respond,” stated Portland City Council President Elana Pirtle-Guiney. She expressed gratitude to her colleagues for taking a stand against these perceived threats and setting an example for other cities across the nation.
