The Denver Public Schools toolkit details various district plans and policies that are designed with the express purpose of supporting non-heterosexual and gender dysphoric students, staff and families. “Age-appropriate LGBTQ+ topics are considered part of DPS's equity and inclusion efforts, just like all other topics related to equity and inclusion (e.g., immigration, racism, ableism, etc.),” the toolkit states.

It has previously been noted that LGBT propaganda falls under the umbrella of “equality and inclusion,” but the toolkit makes clear that “parental permission is not needed to teach about equity and inclusion.”
DPS appears to be trying to circumvent parents in other ways as well.
For children who are confused about their sexual orientation or “gender identity,” the toolkit stresses, “Do not disclose to anyone the student.”
“Do not share information about a student's transition without the student's explicit written consent,” the toolkit adds.
In addition to helping students hide their confusion, DPS is happy to use “any name and pronouns a student identifies themselves with at school” without parental notice or permission, and DPS also allows students to change their name and pronouns in the district records system without parental permission or legal documentation.
When confronted with a gender dysphoric student, the toolkit recommends pairing the student with a staff member who is “supportive of LGBTQ+ topics” andGender support plan.“
The kit also suggests ways for educators and school officials to take away parents' authority and assume the role of the family if they feel parents are not in favor of contributing to their child's chaos.
Educators or administrators should discuss with the student's family and ask if the student's family is willing to accept, to avoid inadvertently putting the student at greater risk of harm. Based on that information, the school and the student should consider how the school can support the student and determine how to proceed in a collaborative process of balancing the student's need for recognition at school with the reality that they may not have support at home.
The toolkit also details that cross-dressing students are allowed to choose the bathrooms and locker rooms that best suit their fantasies, and are allowed to go on overnight trips while keeping their true gender a secret from other students and their parents.
