Children Rescued from Disturbing Conditions in Pennsylvania
Five children were discovered in alarming conditions in a Pennsylvania home, described as resembling a “dungeon,” leading to the arrest of their parents, authorities reported.
James Russell Carl, 65, and 41-year-old Carly Carl were taken into custody on Wednesday after state troopers found the children in a Redstone Township residence that lacked basic necessities—no beds, boarded windows, and walls smeared with feces. The children, aged between 5 and 14, were also reportedly living with fleas and had minimal clothing and food.
A troubling video showed James Carl being led away by police while filming Carly Carl, whose eyes appeared crossed. This incident captured the attention of many.
Trooper Ally Wilson expressed how unsettling the scene was, stating, “It feels bad, and that’s the only word I can use to describe what we saw and what those kids went through.”
Pennsylvania State Police were initially called to the residence on August 8 by Fayette County Children and Youth Services after receiving complaints regarding the children’s wellbeing. Following a search warrant execution at the home, the arrests were made.
Reports indicate that James Carl kept the children locked inside a filthy bedroom, effectively a “dungeon.” When questioned, he allegedly remarked, “For some reason, we won’t remove the lock from the bedroom door.”
Investigators unveiled further horrors inside the home. The father’s room was equipped with a camera connected to hard wiring, and three deadbolt locks were present on the door, which lacked handles, effectively trapping the children. Additionally, law enforcement seized stun guns, replica firearms, and drugs from the premises.
During interviews, the children revealed that James allegedly spent his days smoking marijuana and neglecting them. Disturbingly, he was reported to have punished one of the children with a stun gun.
Fortunately, all five children have been removed from their home and are now under the care of youth services.
Trooper Wilson shared, “There’s a long process based on what I saw. I don’t talk directly to the kids, but I can’t imagine living in a home like what we saw.” He emphasized the need for the community to be vigilant and report concerning situations.
James Carl faces multiple charges, including child endangerment, aggravated assault, and drug possession. Court records indicate that the couple will remain in custody without bail.
Additionally, it was noted that James Carl had previously pleaded guilty to harassment in 2006. Trooper Wilson made it clear that he hopes the parents face consequences for their actions, saying, “I want these parents to go to jail and they’ll answer for what they did.”
The investigation is ongoing.
