Court decision in NYC district may advance Hakeem Jeffries' chances for House Speaker position

Manhattan Judge’s Ruling Impacts Political Landscape in New York

A recent ruling by a judge in Manhattan to eliminate New York City’s only Republican congressional seat may position Rep. Hakeem Jeffries (D-Brooklyn) closer to the speaker’s role. This decision could significantly impact the midterm elections.

If Democrats manage to gain control of the House, Jeffries would become the first Black House speaker. The court’s decision, made on Wednesday, casts uncertainty on Rep. Nicole Malliotakis (R-Staten Island), as it expands her traditionally Republican district to include more liberal areas.

From 2018 until 2023, Republicans held a slender majority in the House. Following this ruling, New York’s 11th Congressional District, along with four others, could shift to Democratic control.

First elected to Congress in 2012, Jeffries became the party’s leader on the House floor a decade later. Despite his liberal tendencies, he finds himself at odds with the left-wing “squad” as they aim to unite progressives and establishment Democrats to regain power.

Rep. John Larson (D-Conn.), a previous caucus chairman, expressed confidence that the Democrats would reclaim the House, crediting Jeffries for building a “diverse caucus.” However, he emphasized that success in the upcoming November elections is far from guaranteed.

“Democrats still need to clearly communicate our goals and what we plan to achieve in the first 100 days,” Larson noted.

In New York, a new district map was approved by Governor Hochul in 2024 as part of a redistricting effort aimed at avoiding legal disputes. The state Supreme Court judge who overturned prior decisions, Judge Jeffrey Perlman, previously worked for Hochul.

Rep. Richie Torres (D-Bronx) remarked that Republican-led redistricting efforts have mostly backfired, stating, “There’s no doubt that House Democrats are in a strong position to take back control. Hakeem Jeffries will undoubtedly be the next Speaker of the House.”

In response to the ruling, Republicans are prepared to challenge it up to the U.S. Supreme Court if necessary, with Malliotakis stating they will “exercise every legal option available.” Rep. Andrew Garbarino (R-N.Y.) expressed disbelief over claims regarding voter discrimination, despite Malliotakis being of Cuban descent.

Efforts are underway to overturn mid-term redistricting processes initiated under a 2014 state constitutional amendment meant to curtail partisan gerrymandering.

A recent redistricting initiative in California could potentially result in Democrats flipping up to five House seats. Former House Majority Leader Steny Hoyer (D-Md.) remarked on the situation, indicating that redistricting efforts in various states could either help or hinder Democratic chances, depending on the outcomes.

In states like Florida, these redistricting efforts may lead to losses of three to five Democratic seats, illustrating the unpredictable nature of the upcoming electoral landscape.
