Redistricting Changes in New York City
A Supreme Court judge in Manhattan has directed the redesign of New York City’s only Republican-held congressional district, marking a win for Democrats in the predominantly blue state during the ongoing redistricting efforts.
Judge Jeffrey Perlman, who has past connections as a lawyer for Governor Kathy Hochul, determined that the district represented by U.S. Rep. Nicole Malliotakis—spanning parts of Staten Island and Brooklyn—is “unconstitutional.” His reasoning focused on the district’s exclusion of minority voters, and it’s anticipated that this ruling will be appealed to the Supreme Court.
Ed Cox, the chairman of the New York State Republican Party, criticized the decision, labeling it a “partisan ruling” issued by a biased judge, stemming from a case led by a lawyer known for his partisan connections.
Judge Perlman argued that revising the district maps outside the typical ten-year cycle post-census was necessary to uphold voting rights for minority groups, as noted in the New York state constitution.
Cox claimed, “Kathy Hochul and the Albany Democratic Party neglected to alter this district when they had the opportunity in 2024.” He suggested the case is an effort to implement illegal partisan gerrymandering masquerading as a lawsuit for voting rights.
This lawsuit emerged amid contemporaneous actions in Texas and other Republican-led states, where congressional maps are being reconfigured with backing from former President Trump.
Perlman declined requests from Republican parties to step down from the case. Meanwhile, Chris Alexander, executive director of the NAACP New York State Convention, expressed support for the ruling, emphasizing that district boundaries should empower various communities politically.
This redistricting may significantly impact the competitive primary contest in the nearby 10th Congressional District, where Rep. Dan Goldman (D-N.Y.) is up against former City Comptroller Brad Lander.
Following the ruling, Goldman indicated he is prepared to pursue the restructured NY-11 district if required, emphasizing that restoring the Democratic majority is his priority. He stated he wanted Hakeem Jeffries to become Speaker of the House, placing that goal above all else.
Judge Perlman has mandated that a new map of New York must be finalized by February 6th.
