Minnesota Democratic Rep. Dean Phillips, who is running against President Joe Biden for the 2024 Democratic presidential nomination, has criticized Biden’s apparent decline over time.
“We don’t see any cognitive decline,” Phillips previously told Sean Hannity. report. “Of course, there is a decline in physical and communication.”
