Democrat Introduces New Regulations to Frustrate Gun Owners

New Gun Control Proposal in California

A California senator has crafted a new initiative aimed at increasing hurdles for future gun owners in the state, particularly for newcomers.

In a recent statement, Democratic state Senator Jesse Arreguín introduced SB948. This legislation mandates that anyone wishing to purchase a firearm must complete a four-hour firearm safety course led by a certified instructor to obtain a “firearm safety certificate.” Additionally, those who are moving to California will be required to obtain this certification within six months or risk facing serious criminal charges.

Arreguín noted in a speech that, “Currently, new California residents do not have to register their firearms with the state upon moving.” He went on to clarify that the exceptions for active and retired police officers, as well as federal employees, would still apply under the proposed rule.

Initially, the bill proposed to give recent California transplants 60 days to secure their firearm safety certificate. Concerns about whether shooting ranges could accommodate the increased demand were raised in a report from the California Rifle and Pistol Association. Kevin Small, a CRPA TV host, highlighted the strain this could place on shooting times, expressing worries that it would be difficult for all buyers to find adequate range time.

California is already known for having some of the strictest gun control measures in the United States, according to organizations like Everytown and Giffords Law Center.

NRA-ILA Executive Director John Comerford criticized Senate Bill 948, claiming it penalizes law-abiding citizens by imposing lengthy training requirements and bureaucratic obstacles. He argued, “Criminals who misuse guns ignore government orders. This bill just adds more costs and restrictions on responsible gun owners.” Comerford emphasized that California should refocus its efforts on addressing real criminal activities instead of burdening innocent people.
