Pennsylvania House Democrats Withdraw Women’s History Month Resolution

Pennsylvania House Democrats retracted their own resolution aimed at recognizing March as Women’s History Month after Republicans proposed an amendment defining a woman biologically.

Democratic Rep. Carol Hill Evans presented House Resolution 390 to honor women’s achievements, which she believes often go unacknowledged. This initiative was shared by Fox News Digital.

House Speaker Joanna McClinton started the resolution process in a chamber where Democrats hold a slim majority of 102-100. However, before a vote could take place, a proposed amendment from Republican state Rep. Aaron Bernstein, from Ellwood City, was highlighted by the clerk. McClinton permitted it to be introduced.

“This amendment is very straightforward,” Bernstein remarked on the floor, referenced by FOX News Digital. “It defines what a woman really is, because we know what that is.”

As tension built, McClinton cut off her microphone, gathered her fellow Democrats, and soon after indicated that the resolution was “temporarily dead,” which drew laughter from the assembly, as reported by local media.

Bernstein later commented that the decision to shelve the bill stemmed from a reluctance to have lawmakers vote on a concrete definition of a woman. “They withdrew this bill because they were afraid to define what a woman actually is,” he stated.

Jason Gottesman, representing the House Republican Caucus, argued that Democrats refuse to engage seriously with the issue, even while attempting to celebrate women’s contributions.

This isn’t just a local issue; it mirrors patterns seen at the federal level, where Democrats have sidestepped similar questions. A notable example was during the 2022 confirmation hearings for Judge Ketanji Brown Jackson. Moreover, in March 2025, Senate Democrats passed a bill along party lines to eliminate the prohibition on biological males competing in women’s sports. The resolution can be resubmitted, albeit currently marked as “temporarily closed.”
