Twice-Deported Immigrant Faces Serious Charges

Former Acting ICE Director Jonathan Fahey discussed the case of Juan Arevalo Mendez, an undocumented immigrant who has been deported twice and is now charged with rape and kidnapping in Fairfax County, Virginia. Fahey emphasized Mendez’s troubling criminal history, consisting of assault and drug offenses, suggesting that these serious crimes might have been avoided if local authorities had collaborated with ICE to detain Mendez.

In another case, federal immigration officials are urging a Kentucky prison to detain Rolando Cenobio Vasquez, an undocumented immigrant accused of serious crimes including rape and human trafficking. Vasquez, originally from Mexico, was arrested by police in Louisville on July 29.

According to U.S. Immigration and Customs Enforcement (ICE), Vasquez was renting a room to a mother and her 15-year-old daughter when the alleged abuse began in December 2025. He reportedly threatened both of them and even offered the teenager money to keep quiet.

Charged with multiple counts of rape, sodomy, and human trafficking involving a minor, Vasquez also has a DUI conviction in his past. ICE moved quickly, filing a detention complaint right after his arrest.

It’s noted that Vasquez first entered the U.S. illegally in August 2013 through Texas but was apprehended and subsequently deported. The timeline for his illegal reentry remains unclear.

Interestingly, Louisville is not a sanctuary city. In July 2025, the local corrections department committed to upholding federal law that allows for the detention of inmates under immigration holds for up to 48 hours.
