Mobile Phone Activity of Minnesota Political Assassin
Mobile phones connected to Vance Luther Boerter, the accused political assassin, have shown significant travel patterns over the past three years, including trips to places like Dubai, Turkey, and India.
A surveillance project conducted a geofence analysis of Boerter’s residence in Green Isle, Minnesota, revealing a “unique device” that dates back three years.
This analysis utilized unique advertising ID numbers from mobile phones detected by various apps, tracking trips around family residences in Sibley County and even further abroad.
“The extent of international travel associated with this device is particularly noteworthy. There have been visits to Africa, Nepal, Turkey, India, and Dubai,” the Surveillance Project detailed in a post on X, adding that Boerter had also visited major U.S. cities like Washington, DC, and Chicago.
Mike Howell, the president of the Surveillance Project, mentioned to Blaze News that they are still seeking explanations for the travel patterns and locations identified in the cellphone investigations, which are only just beginning.
The data appears linked to Boerter’s online posts regarding his professional background. He mentioned travels to the Democratic Republic of the Congo, the West Bank, and Gaza.
Boerter, 57, faces charges in Federal Court in Minnesota, including two counts of murder, two stalking charges, and two firearm-related charges tied to those stalking claims. He was captured in Sibley County after a massive police manhunt on June 15.

He stands accused of attempting to kill Melissa Hortman, the Minnesota House Speaker Emerita, and her husband at their home around 3:30 a.m. on June 14 in Brooklyn Park.
Federal prosecutors claim Boerter conducted an online search of the lawmakers’ residences before carrying out the shooting. It’s reported he parked near a home in Maple Grove and was startled away by the police presence at a nearby station.
The suspect used a disguise resembling a police officer, complete with a silicone mask. Authorities discovered a handwritten “hit list” in his vehicle, featuring over 50 lawmakers and civil servants.
“We’re involved in agriculture and fishing projects in the Democratic Republic of the Congo,” Boerter claimed.
In a vehicle left behind at the Hortman residence, police found another notebook detailing lists of political figures and planned parent officials, including names like Minnesota Attorney General Keith Ellison and U.S. Rep. Ilhan Omar.
According to an FBI affidavit, Boerter approached the Hortman home at about 2 a.m. on June 14, announcing, “This is the police! Open the door!” When the couple attempted to resist, he shot them both. Reports indicate the senator was shot nine times, while his wife was hit eight times and is currently recovering in a hospital.
Police intercepted Boerter shortly after 3:30 a.m. at the Hortman home, where he reportedly fired at the officers. He then allegedly entered the house and fatally shot Melissa Hortman, along with injuring a golden retriever who later had to be euthanized due to his wounds.
Several hours later, Boerter attempted to sell an e-bike to a man at a bus stop in North Minneapolis, paying him $900 for it and a Buick sedan, according to prosecutors.
He evaded authorities for nearly 40 hours before being apprehended after a drone spotted him in a wooded area near his home. Boerter surrendered to the SWAT team around 9:15 p.m.
Background and Employment History
Boerter’s LinkedIn profile and a video related to his funeral industry course indicate that he founded a company named the Red Lion Group, which aimed at expanding food supplies in the Democratic Republic of the Congo.
This venture seems to have consisted of Boerter and his wife, Jennifer, though there’s no indication of any connection to other organizations with the same name.

In a 2023 LinkedIn post, Boerter mentioned he was “working on several projects” in the Democratic Republic of the Congo. He discussed meetings with the new governor about private business initiatives.
Boerter shared about his past experience in the food industry and his ambition to aid in food production for the African nation in an online video.
He and his wife registered several businesses, including Praetorian Guard Security Systems, which seem to involve modified vehicles resembling police units.
Many of the addresses associated with Boerter’s business ventures appear to be residential homes, and state records show the registered office of Praetorian in a divorce law firm.

Vance Boerter grew up in Sleepy Eye, a small city in southern Minnesota. His father was a well-regarded baseball coach, and he passed away in 2013. Vance’s mother is 90 and still resides in the area. His brother had a successful baseball career and is also in the state high school coaches’ Hall of Fame.
Boerter married Jennifer in 1997, and they have five children. They’ve moved throughout several cities, with Boerter holding various managerial positions in food manufacturing companies.
His history in the industry includes managing operations for a grocery product manufacturer and involvement in workforce development initiatives.
