ICE Arrests in Houston Area Target Child Sex Offenders
The U.S. Immigration and Customs Enforcement (ICE) has arrested 214 illegal immigrants in the Houston region over the past six months, all linked to sexual offenses involving minors. This number reflects an increase compared to 2024 when there were 211 such arrests recorded.
This spike in activity is tied to a broader government initiative initiated by the current administration. Essentially, this strategy involves sending multi-agency teams into various operational areas to push daily enforcement efforts aimed at capturing “most dangerous criminal aliens.”
In southeastern Texas, these coordinated actions are enhancing public safety, improving national security, and fortifying border integrity.
“By leveraging the resources and expertise of federal law enforcement to tackle the surge in illegal immigration, we’ve arrested a historic number of violent criminals, gang members, and child sex offenders. While we still have a long way to go in managing this crisis, the progress over the past six months is substantial, allowing officers to focus on the worst of the worst,” an official stated.
Among the recent arrests, notable cases include several individuals charged with serious crimes:
- Jesus Gutierrez Millez: A 67-year-old from Mexico arrested on March 28 for aggravated sexual assault on a child, removed to Mexico on April 4.
- Jorge Zebra: A 48-year-old from Mexico, arrested on March 21. He has convictions for sexual assault of minors and was deported on March 24.
- Manuel Antonio Castro Juares: A 37-year-old from El Salvador arrested on July 18, previously convicted of sexual assault on a minor. He remains in custody while awaiting further deportation.
- Jose Guadalupe Meza: This 40-year-old, arrested on June 24, was convicted of child theft and sexual assault. He was deported the following day.
- Sergio Rolando Galvan Guerrero: A 45-year-old, arrested on July 12 for aggravated sexual assault on a child. He was removed to Mexico on July 14.
The ICE efforts in Houston benefit from collaboration with various federal agencies, including the FBI and Customs and Border Protection, along with state and local law enforcement.

The Houston Field ICE Office oversees immigration enforcement across 57 counties in southeastern Texas, covering areas from Houston to Waco and Beaumont to Corpus Christi.
