Dozens of conservative leaders back clean stopgap to avert shutdown

Leaders and organizers of dozens of major conservative activists are urging Congressional Republicans to support clean, continuing resolutions (CRs) to avoid government shutdowns in memos organized by the Conservative Action Project.

“Conservatives support President Trump's efforts to streamline and rebuild the federal government that works for the American people. With the March 14 funding deadline approaching, President Trump will support efforts to pass an ongoing resolution until September 30th, urging all conservatives in Congress to do the same,” the memoset, which will be released Friday.

At least 70 signatories include J. Kenneth Blackwell, chairman of the Conservative Action Project. Former Senator Jim Demint (Rs.C.), Chair of the Conservative Partnership Institute. David McIntosh, president of Club for Growth. Penny Nance, the female American president involved. David Bocky, president of Citizen United. Eric Teasel, president of the Linaden America Center. Morton Blackwell, president of the Leadership Institute.

The letter is to help House Republican leaders prepare clean CRs until the end of the fiscal year on September 30th, and avoid shutdowns after the March 14th funding deadline. President Trump supported the plan.

But Democrats have expressed their opposition to clean CRs that continue the entire fiscal year, complicating the Senate path. It complicates the Senate path.

And if Democrats don't support the House bill, they'll need near-indifferent support from Republicans.

Asked on Thursday if Democrat votes were needed to pass the CR, speaker Mike Johnson (R-La.) said, “I think we'll pass them along with party lines, but I think all Democrats should vote for the CR.”

Some hardlines, especially the Freedom Caucus in the House, have shifted to show openness to clean CR, claiming that leaving the government open will allow government efficiency (DOGE) to take the hammer to federal officials to continue their work.

A letter from the Conservative leader reflected that argument.

“The opening day of the Trump administration brought more efforts to reduce wasteful spending and curb free bureaucracy than many of us have seen in our lifetime. It is important that fundraising transactions do not limit President Trump's ability to continue this work,” the memo reads.

A conservative group met with Trump at the White House on Wednesday, but it's not that they support the measure, saying they all need to see the final details.

“We reflect these members of Congress in search of contracts where the government maintains contracts that focus on President Trump's transparency, accountability and the activities that actually work for the American people,” the memo said. “The Democratic incompromise made clear that clean, continuous resolution by the end of the accounting year, with only the anomalies needed to support conservative priorities, is the clearest path to that goal. We urge all conservatives to support the president in these efforts.”
