Virginia Bus Crash Charges
The Department of Homeland Security (DHS) has confirmed that a naturalized American citizen from China, Jing Sheng Dong, is facing charges following a tragic crash in Virginia that resulted in five fatalities and numerous injuries. This incident occurred on Friday morning, and Dong has been charged with driving under the influence and without a valid driver’s license.
Dong, 48, who resides in Staten Island, New York, faces five counts of manslaughter and one count of reckless driving, as stated by the Stafford County United States Attorney’s Office. A spokesperson from DHS confirmed on Tuesday that these charges were filed on the same day as the deadly crash.
On that day, Dong was operating a bus along Interstate 95, en route from New York to North Carolina, when he allegedly rear-ended a line of vehicles that were slowing down due to construction, and, reportedly, at a “high speed.”
A family of four traveling from Greenfield, Massachusetts, to a wedding were killed, along with a 25-year-old woman from Worcester, Massachusetts. Among the victims were a 13-year-old girl and a 7-year-old boy.
Despite not speaking English, Dong had managed to acquire a commercial driver’s license in New York in 2024. His driving record includes speeding violations—one for exceeding the speed limit by 18 mph in Colonial Heights, Virginia, and another for exceeding it by 22 mph in Annapolis, Maryland, both noted in court records. He also has an ongoing trespassing case in Mecklenburg County, Virginia, and was naturalized on August 14, 2012, during the Obama administration.
Transport Secretary Sean Duffy expressed concern over the situation, stating, “This is unacceptable. We enforce road rules and crack down on drivers who don’t speak English because they lack the ability to receive proper training or understand road signs.” He noted that investigators are examining New York state licensing and training records related to Dong.
Authorities from the U.S. Department of Transportation have begun inquiries into E&P Travel, the bus company associated with Dong, which is based in Kings Mountain, North Carolina. Corporate records list the company’s CEO, Shuo Liu, who is also linked to other businesses in Charlotte.
Duffy emphasized that companies fostering unqualified drivers will face strict scrutiny, stating, “My prayers are with the loved ones of the innocent lives lost and those hurt by this horrific crime.” Following the accident, the National Transportation Safety Board (NTSB) has formed a team to investigate the crash further.
While E&P Travel has not commented, efforts to reach Dong were unsuccessful.
