The Environmental Protection Agency (EPA) has paid a federal aid to stop loans and distribute subsidies as part of the order from the White House's Management Budget Budget (OMB).

The memo has promoted a wide range of confusion as a state medicade program reported on the loss of access to the federal portal. Democratic members have accused the Democratic Party that it is illegal under the federal law, which requires the administrative agency to spend money assigned by the Congress Law. Senate Budget Committee chairman Susan Collins (R-Me) criticized the memo on Tuesday, saying, “This will be too cleaned and will have a negative effect on providing services and programs.” 。
