Robert F. Kennedy Jr., the Secretary of Health and Human Services, has alleged the existence of a significant scam that he claims has cost taxpayers billions through Medicare.
He shared his insights while addressing attendees at the “Make America Healthy Again” conference on Tuesday, alongside Vice President JD Vance.
“We were initially projected to spend $23 billion this year. … But we intervened, halted the process, and have managed to reduce it significantly.”
“The system creates perverse incentives, giving opportunities that almost entice theft,” Kennedy noted.
He highlighted “skin substitutes” as a specific example, explaining they are “synthetic coverings for certain wounds, applied after careful preparation.”
He elaborated that “doctors who prescribed these substitutes earned 6% of the sales price, promoting the use of more expensive options.”
“Back in 2019, the expenditures stood at $200 million. Last year, however, it soared to $14 billion. It was all pilfered. Every bit was stolen,” he asserted.
“We were indeed on course to hit $23 billion this year. … But we took action,” he reaffirmed.
“We effectively curtailed it, and have driven those costs down to about $1 billion. It’s a significant reduction, but it had spiraled out of control before we stepped in. You wouldn’t believe the shocking stories we could share about the extent of this fraud.”

During the discussion at the summit held at the Waldorf in Washington, D.C., Kennedy discussed the increasing potential of artificial intelligence in healthcare.
“So, when someone insists, ‘Masks work, trust the experts,’ AI might have a different perspective. If they say, ‘Social distancing is effective, trust them,’ AI could provide a counterargument,” Kennedy suggested.
“And if the message is that a vaccine can entirely prevent transmission and infection — ‘You need it to protect your grandmother’ — AI might argue that’s not necessarily true,” he added. “It has the potential to liberate us from medical tyranny.”
