U.S. AI Leadership at Risk
Ivana Delevska, the Founder and CIO of Spear Invest, discussed the evolving AI value chain and its implications on the global scene.
Keith Clack, a former State Department official, shared with FOX Business that while the United States currently leads China in the global artificial intelligence (AI) competition, that lead is decreasing. He noted that China, through companies like Huawei, is enhancing its global technological presence.
This competition isn’t just about building the most advanced AI models. Clack emphasized that factors like energy production, infrastructure, semiconductors, workforce, exports, and international technology standards play significant roles now and in the future.
“The U.S. is ahead, but not by a comfortable margin,” Clack remarked.
His comments come approximately a year following the Trump administration’s national AI strategy, titled Winning the Race, which unveiled over 90 federal initiatives.

Clack indicated that the U.S. maintains an edge in areas like private investments, advanced chip technology, cloud infrastructure, and educational resources, along with a flair for entrepreneurship. Meanwhile, China has made substantial strides in patents, industrial capabilities, research, robotics, and cost-effective open models.
“Today, we’re leading, but the ultimate victor will be determined by the ecosystem that gains global favor,” he said.
Krach, who leads the Kluck Institute for Technology Diplomacy at Purdue University and serves as CEO of Freedom 250, reflected that the Trump administration’s approach rightly embraces a broader perspective.
He proposed that success should be evaluated based on factors like new energy generation, quicker construction of data centers, boosted semiconductor manufacturing, and the proliferation of AI, alongside strategic partnerships and talent acquisition.
According to Clack, Huawei is pivotal in China’s technology global expansion, functioning as a “vertically integrated delivery system” that wields both technological and geopolitical influence.

Chinese tech giants are capable of offering governments an all-encompassing package, including wireless networks, data centers, cloud services, AI chips, software solutions, cybersecurity, and financing.
Once established, these systems can be expensive, challenging, and “politically complex” to dismantle, Clack noted.
“The true strategic asset isn’t the hardware. It’s about long-term access to data, technological standards, software updates, and government relations,” he stated.
He further mentioned that China’s services thrive on integration, financial backing, speed, and support from the state.
“The U.S. needs to offer credible full-stack alternatives that not only enhance performance but also uphold, rather than threaten, our partners’ independence,” Krach argued.
He underscored that nations are likely to favor U.S. technology due to its reliability and ease of financing, deployment, and scalability.

The ongoing competition between the U.S. and China in AI and advanced technologies hangs in the balance. Clack urged that to keep its lead, the U.S. must bolster its energy production, expand data centers, advance semiconductor manufacturing, and enhance cloud capabilities, all while developing a skilled workforce.
Clack also advocated for faster approval processes, as well as support for indigenous open AI models, in addition to export packages that are easily accessible for allies.
“China’s strengths lie in integration, while America’s are rooted in freedom, innovation, capital, entrepreneurship, and alliances,” Clack concluded. “Our challenge is to harness these strengths without undermining their inherent power.”
