Former partner of glamorous DHS official identified as government contractor Robert Bianchi

The former girlfriend of a Department of Homeland Security employee, who is currently on administrative leave due to alleged involvement in a “sugar daddy” relationship, has quite an impressive background. Julia Barbaro, the deputy assistant secretary for counterterrorism at DHS, is reportedly a business executive with a track record of securing significant government contracts.

Robert Bianchi operates a federal defense contracting business in Maryland and is allegedly using his position to retaliate against Barbaro. His company, SDVO Solutions, LLC, has garnered over $67 million in federal contracts since 2015, with nearly a third of that acquired just in the fiscal years 2025 and 2026, according to government documents reviewed.

Specializing in IT and telecommunications, Bianchi’s company had its peak year in 2025, scoring contracts from both the Department of Defense and the Department of Health and Human Services. It markets itself as run by a veteran CEO with a service-related disability, though there is no evidence linking Bianchi’s contracts to his past relationship with Barbaro.

Reportedly, Bianchi spent between $30,000 and $40,000 on Barbaro during their brief three-month romance, covering expenses like vacations and luxury items. Following their breakup, he filed a complaint with the DHS Office of Inspector General, alleging misconduct by Barbaro, including claims about her having a profile on a “sugar daddy” site and smoking marijuana while in the Trump administration.

However, sources indicate that Bianchi may have included misleading information in his complaint, claiming, for instance, that another sugar daddy was funding Barbaro’s tuition when it was, in fact, her parents who paid for her education.

Barbaro, who holds both a master’s and a doctorate in homeland security, isn’t reported to be under any financial pressure during their relationship. Interestingly, one insider pointed out that Bianchi, who is in his late fifties, frequently boasted about dating much younger women, while Barbaro, at 29, was actually closer to the typical age range he dated. They met on a dating platform called Hinge, and Bianchi recounted spending lavishly on trips, including to destinations like Aruba and Italy.

Bianchi expressed dissatisfaction over Barbaro’s dining choices, citing her tendency to order high-priced items. Still, sources close to the situation suggest that he voluntarily took her on those trips, alleging that he might be using the fallout of their relationship to threaten her job.

In light of the complaints, Barbaro was placed on administrative leave, sparking discussions about the implications for women in professional settings, particularly regarding reputational damage from a sour relationship. Concerns were raised about the stigma attached to situations where men might exploit personal conflicts to undermine women’s careers.

Reports indicate that a complaint was filed regarding Barbaro’s activities related to a sugar daddy website, triggering an internal DHS investigation, yet there’s been no comment from either DHS or the OIG regarding Bianchi’s identity or the contracts.
