A man with a lengthy criminal record, Carlos Luci, is drawing attention after being repeatedly granted bail in Texas despite a warrant for his arrest in California, where he is linked to more than 20 prior arrests. Authorities have raised concerns about repeat offenders being released into communities without adequate supervision.

Luci, alongside three other individuals, was indicted in a bank-jugging incident in Burbank, California, back in 2022. Following multiple similar thefts in the vicinity, he was released on bail in July 2023, only to be listed as a wanted fugitive shortly thereafter.

Before this, he had already served three years in a Texas prison for organized criminal activity. His criminal record is extensive, encompassing over 30 arrests and various felony convictions for robbery and drug-related charges between 2005 and 2018, with sentencing events taking place in multiple years. In 2022, he had managed to secure a five-year probation sentence through a plea deal involving robbery and evading arrest.

Reports indicate that in July, while on probation in Harris County, Luci followed a 71-year-old man from a bank to a nearby coin dealer, where he allegedly forced the man to the ground and robbed him. Security footage linked him to the crime, revealing his gray Volvo, which had been rented through his mother.

The following day, law enforcement reported Luci had attempted another robbery at a Bank of America and later committed a theft at a gas station while monitoring his vehicle. Despite multiple charges, he was released on bail of $75,000 even while facing further probation conditions.

Authorities in different Texas counties were seemingly unaware of his fugitive status, raising questions regarding communication failures between jurisdictions. Bobby Taghavi, a Texas attorney, highlighted that these situations often arise from gaps in information sharing among prosecutors, judges, and law enforcement. He noted that the implications of such systemic failures can be significant, especially when repeat offenders like Luci continue to roam freely.

Community leaders have expressed their outrage over the situation, questioning the integrity of the justice system that allows individuals like Luci to slip through the cracks repeatedly. Concerns about public safety due to lenient bail policies are growing, with calls for reform to ensure that those with criminal histories are adequately monitored to prevent further crimes.
