California Governor Gavin Newsom (D-CA) has appointed most white people to state government positions in 2023. That fact could complicate his national political ambitions and could increase support for a bill that would require state employees to report demographic data.

While Newsom has made “progress” by appointing more people of color and moved closer to gender parity in the last year, researchers said non-whites remain underrepresented in the role. . It advises the governor’s administration and plays a key role in establishing statewide policy.
The governor’s office made 480 appointments between Jan. 1 and December, according to the report. Of these appointments, 52% went to whites, 17% to Latinos, 11% to Blacks, nearly 9% to Asian Americans and Pacific Islanders, and 2% to Native Americans.
California has a population of just over 39 million people, with 34% of the population being white, 40% Latino/Hispanic, 5% black, and 15% Asian American. census data.
California’s Proposition 209 has prohibited the use of race in state appointments, contracts, and university admissions since 1996. It withstood efforts to abolish or circumvent it. Therefore, Newsom’s appointment was legal. But given the current political climate within the Democratic Party, the lack of racial diversity among Newsom’s political appointees could pose a problem for him.
Last year, Newsom vetoed a bill that would have required California to collect demographic data on state appointees. But the Democratic Congress could try again, imposing a referendum on the ballot. Parliamentary Constitution Amendment No. 7allowing exemptions to Proposition 209 to address persistent racial inequalities if supported by social science research.
