Google Confirms That Non-Custodial Wallets Are Not Subject to New Crypto App Regulations on Play Store

Recently, Google revised its Play Store policy for software wallets, which raised initial worries among digital asset users about potential implications for independent wallets on Android.

To distribute a custody digital wallet app on Google Play, compliance with jurisdiction-specific licensing is necessary, which includes approvals from MICA in the EU, FCA registration in the UK, and FINCEN registration in the US, particularly in conjunction with transition agreements in France and Germany.

However, according to Google, there’s no need for crypto holders to panic. They mentioned this after being approached about the changes, indicating that non-commercial wallets are out of the policy’s reach.

The platform plans to enforce country-specific requirements starting October 29, as outlined in a company blog post.

Google addressed the backlash from the crypto community regarding the changes to its policy on Wednesday, noting that many users were worried these rules could apply to independent wallet apps on Android.

It’s worth mentioning that Android dominates over 70% of the mobile phone market, according to a 2025 report by a Polish software solutions company.

On the other hand, Jacob Wittman, legal advisor to the Plasma Foundation, has dismissed these worries about the digital content platform, labeling them as overblown.

He asserted that the “banned” wallet on Google Play is not significant in many respects, sharing this perspective on a post on X.

Still, he pointed out that this policy shift underscores the control tech giants have over distribution and highlights how reliant we are on their decisions.
